WIP! I didn't mark it as a draft because I'd like feedback on the implementation I've already done.
Hey, this PR introduces full-stack project generation to the CMA. By now, it's just the initial setup, but I also want to change the front-end code a bit to interact with the back-end, e.g., by calling the API and displaying the return. I've also made some other small changes, like updating the ocamlformat and adding it to the project's opam file, and updating the README with instructions to run the CLI locally
